California’s Self-Determination Program, commonly called SDP, gives eligible regional center participants and their families more freedom, responsibility, and control when choosing services and supports that help meet the goals in the participant’s Individual Program Plan.
The program is administered through the California Department of Developmental Services.

We send a professional massage provider directly to the participant’s approved home or residential service address. The provider arrives with a massage table and the supplies required for the scheduled session.

i‑thriv is the mobile massage provider. We are not the regional center, Independent Facilitator, planning team, or Financial Management Services provider.

i‑thriv offers:

The requested frequency must be approved and supported by the participant’s spending plan, available units, authorization dates, and funding.
Recurring scheduling can help participants and families:

- Reserve a consistent day and time
- Build familiarity with a provider
- Maintain a predictable home-service schedule
i‑thriv cannot schedule more sessions than the participant is authorized to receive.
If the spending plan approves monthly massage, i‑thriv cannot independently change the schedule to weekly, biweekly, or twice weekly. The family must discuss frequency changes with the Independent Facilitator and planning team.
SDP Mobile Massage Rates
i‑thriv’s mobile massage rates are based on the participant’s approved recurring schedule:

We Try to Maintain a Consistent Routine
Consistency can be important for participants, families, and providers.
Whenever possible, i‑thriv tries to maintain:
- The same appointment day
- The same appointment time
- The same recurring frequency
- The same massage provider
- Familiar arrival and home-setup routines
A consistent schedule can help the participant know what to expect. It also gives the provider time to become familiar with the participant’s communication style, preferences, and service routine.
However, the same provider cannot be guaranteed for every appointment.
Provider schedules may change because of illness, emergencies, vacations, availability changes, relocation, schedule conflicts, safety concerns, or changes in the participant’s needs.
If the regular provider becomes unavailable, i‑thriv may offer a substitute provider or a different appointment time.
Participants Are Added to the i‑thriv System
SDP participants are added to the i‑thriv scheduling system like other i‑thriv clients.
The participant or authorized representative can access the schedule and may be able to:
- View scheduled appointments
- Review appointment dates and times
- Receive reminders
- View the assigned provider
- Communicate through the platform
- Request a reschedule
- Review appointment status
- Keep contact and location information organized
Being an SDP participant does not remove the need to follow i‑thriv’s scheduling, cancellation, safety, and appointment policies.
Rescheduling an SDP Appointment
Participants and families can request to reschedule appointments through the i‑thriv system.
Please provide as much notice as possible.
When a participant cannot attend the original appointment, i‑thriv will try to reschedule within the same week when:
- The family contacts us promptly
- A provider has another opening
- The authorization permits the new date
- The new date falls within the approved service period
- The appointment will not exceed authorized units
- The new time works for the participant and provider
A same-week replacement appointment is not guaranteed. It depends on provider availability.
Same-Day Cancellations Are Charged
A same-day cancellation takes away an appointment time that the provider reserved specifically for the participant.
For this reason, same-day cancellations are subject to a charge.
FMS payment of a canceled appointment depends on the participant’s authorization, spending plan, service agreement, and FMS rules.
If the FMS does not pay the cancellation charge, the participant or responsible party may be responsible according to the acknowledged service and cancellation agreement.
Even after a same-day cancellation, i‑thriv will try to rebook the participant within the same week when possible. Rebooking is not guaranteed.
Repeated same-day cancellations may affect the participant’s ability to maintain a recurring appointment time.
How Monthly Billing Works
i‑thriv bills SDP mobile massage services once per month.
At the end of each billing period, we prepare an invoice showing:
- Participant’s name
- Dates of service
- Duration of each session
- Approved hourly rate
- Number of completed sessions
- Total amount due
A copy of the invoice is sent to the participant’s authorized representative for review. We also submit the invoice to the participant’s Financial Management Services provider.
The participant or authorized representative is responsible for reviewing the service dates and confirming that the reported times are correct.
Depending on the FMS system, you may need to:
- Sign in to your FMS account.
- Locate the submitted invoice or service entry.
- Review the dates, hours, rate, and total.
- Approve the invoice or recorded time.
- Contact i‑thriv promptly if anything needs to be corrected.
The FMS must also review and approve the invoice before funds can be released to i‑thriv.
Please Review and Approve Invoices Promptly
Participants and authorized representatives should review each monthly invoice as soon as it is received.
A delay in approving the invoice can delay payment to i‑thriv. If something is incorrect, contact us immediately so it can be reviewed and corrected before the FMS processes payment.
Please verify:
- Each date of service
- The length of each appointment
- The recurring rate
- The number of completed sessions
- The total amount submitted
Approving an invoice confirms that the listed mobile massage sessions were provided as reported.
FMS Review and Payment
After the participant or authorized representative approves the submitted time, the FMS must complete its review and payment process.
The FMS may verify:
- Active authorization
- Approved service code
- Available spending-plan funds
- Authorized session frequency
- Approved hourly rate
- Dates and duration of service
- Provider enrollment
- Invoice accuracy
Once all required approvals are completed, the FMS releases payment to i‑thriv.
i‑thriv does not control the FMS review schedule or the time required for funds to be released. Services are provided with the expectation that complete and approved invoices will be paid promptly.
Services May Be Paused When Approved Invoices Remain Unpaid
If invoices have been approved but payment is not received within a reasonable period, i‑thriv may temporarily pause future sessions until the outstanding balance is paid.
This prevents providers from continuing to complete services while previous appointments remain unpaid.
A payment-related pause may affect:
- Upcoming appointments
- The participant’s recurring appointment time
- Continued availability of the assigned provider
- Weekly, biweekly, monthly, or twice-weekly scheduling
- The ability to hold future appointment times
If services are paused, i‑thriv will notify the participant’s authorized representative and may contact the FMS regarding the unpaid balance.
Sessions may resume after:
- Outstanding approved invoices are paid
- The FMS confirms that payment is being processed
- Any authorization or billing issue is resolved
- Current funding and future authorization are verified
- A provider and appointment time remain available
i‑thriv will make reasonable efforts to preserve the participant’s routine, but the same provider, day, or time cannot be guaranteed following a payment-related pause.
Family and Representative Responsibilities
To help prevent billing interruptions, the participant’s authorized representative should:
- Keep the FMS account active
- Review monthly invoices promptly
- Approve submitted time in the FMS system
- Report billing errors immediately
- Monitor authorization dates
- Confirm that sufficient units and funding remain available
- Respond to questions from the FMS
- Notify i‑thriv about spending-plan changes
- Contact the Independent Facilitator before authorization expires
i‑thriv cannot approve an invoice on the participant’s behalf or release funds from the FMS.
Monthly Billing Examples
A participant approved for one 60-minute appointment per week may receive four sessions during a four-week billing period.
At the weekly rate:
4 sessions × $145 = $580
i‑thriv submits the $580 monthly invoice to the authorized representative and the FMS. The representative reviews the four service dates and approves the submitted time. The FMS then reviews the invoice and releases payment after approval.
A participant approved for two 60-minute sessions per week for four weeks may receive eight sessions.
At the twice-weekly rate:
8 sessions × $140 = $1,120
The actual invoice total is based on the number of completed and authorized sessions during the billing period.
Financial Management Services Coordination
i‑thriv currently coordinates authorized mobile massage billing with the following FMS organizations.

AAA FMS provides Financial Management Services for California SDP participants.
i‑thriv must receive the required participant, spending-plan, and authorization information before invoices can be submitted.
ACE FMS
ACE FMS provides Financial Management Services for California Self-Determination Program participants.
ACE FMS may require provider enrollment, authorization information, and specific invoice procedures.
Public Partnerships LLC—PPL
Public Partnerships LLC—PPL provides FMS support for California SDP participants.

What Happens When an Authorization Expires?
i‑thriv cannot continue billing for SDP services after the approved authorization or spending-plan period ends unless updated authorization is received.
Before the authorization expires, contact the participant’s:

- FMS provider
- Planning-team representatives
The family is responsible for confirming whether services remain approved and whether new units, funding, or authorization dates are available.
i‑thriv cannot renew, extend, or approve an expired authorization.
